NAVAL RIVALRY.

THE "TIMES” ON THE SITUATION. United Press Association—By Electric Telegraph—Copyright. LONDON, March 4.

The “Times” in its annual survey of the naval situation declares that whatever anxiety was felt a year ago, it has now in some measure been allayed. The country can more than hold its own, and as regards percentage of the world’s warship construction, Britain's position is unlikely to become less satisfactory for two years. After that, owing to Britain’s position, she will have more obsolescent vessels than any other principal Power. The existing naval balance will be much altered if these should not he taken into account in immediate and future constructive policy. It adds that the present improved position is the outcome of pressure compelling the Government to construct four contingent ships in 1910 and the non-acceleration of German construction.
