By a fire in tho medical section of tile Toulouse University, eighty thousand volumes wore destroyed, tho estimated damage being £30,000. CHINESE LOAN. An edict has been published by tho Pekin Government authorising a loan of £10,000,000, at 5 per cent, issuable at £95. Of this £2,000,000 is intended for tho benefit of Manchuria and the rest for currency reform. PETROLEUM IN BORNEO. From Sarawak, in Borneo, comes tho information that tho Anglo-Saxon Company, of London, has struck oil in its bore at a depth of 450 feet. CAPE TO CAIRO RAILWAY. The AVady Modani to Senaar section of tho Capo to Cairo railway, will bo opened on November 1.
