Tho Agents-General unanimously resolved to suggest to tho Premiers of their States that the States should advance a claim to representation at the Imperial Conference, with a view to the recognition of constitutional rights by the admission of State Premiers or their nominees at the-1911 Conference. go that tlio States may be represented in the discussion of such questions as the appointment of State Governors, immigration and other matters upon which tho Commonwealth representative has no right to speak for the States. The general opinion was that tlio present time was favourable, for again advancing the claitn, with a view to harmonious relations between the States and the Commonwealth Governments.
