Official correspondence shows that the attitude of Mr Eliliu .Root, American Foreign Secretary, regarding the Congo annexation, is identical with Sir Edward Grey’s. Mr Root declares that the results of the system inaugurated by the independent State of Congo aro inconsistent with the obligations under the Brussels' Convention, and radical changes in tho administration aro required.
