TURKEY’S COUNTER-PROPOSAL. United Press Association—By Eiectrio Telegraph—Copyright. CONSTANTINOPLE, February 8. In connection with the coming Conference, Turkey will submit a counterproposal offering to hand Russia two million sterling in addition to Bulgaria’s five million to cancel Turkey’s annual payments of £315,000 for seventy-four years.
