The situation in France was apparently inspired: by a letter written by the Pope, and which was published in the “ Oaserv-atore Romano,” directing Cardinal Respighi, Vicar-General at Rome, to order special prayers for t-h© enemies of the Church. His Holiness declares that this is the only means left him in the present grievous condition. of the Church, fought and oppressed by many of her own children, who had become her enemies.
