'The surplus for the year is £47,552, and the estimated surplus next year £16,888, provided that the penny postage scheme should not bo carried. The Treasurer condemned the present financial irresponsibility of the Federal Government, and commended the transfer of the whole of the public debt to the Commonwealth.
