Rouvier, in a firm and dignified statement, eaid that Germany and France had succeeded in passing two of the first stages in the settlement of their difficulties. At on© time there were almost disturbing relations, and France awaited with calmness the result of the conference. She was anxious to maintain courteous relations with all, even relations of reciprocal confidence. Ail parties, except the Socialists, warmly rallied round M. Rouvier. M. Jaures made an attempt to secure a general debate, but his effort was negatived by 501 votes to 51.
