The Federal Senate, by twelve votes to 11, negatived the second reading of the Manufacturers Encouragement Bill. One member declared that it was a sham and a fraud, and others that it was worth nothing.

In the House of Representatives the Electoral, Sugar and Excise Bills passed their third readings. The Senate’s amendments to: the Contract Immigrants Bill were adopted. The second reading of the Capital Site Bill .will be taken to-day.

(Received December 16, 10.34 a.m.) A clause has been. inserted in the Electoral Bill making it punishable for a candidate, three months before an election, to make contributions to any public association, including charitable institutions.
