Cardinal Moran made what may be regarded as an official pronouncement on the Pope’s encyclical. He claimed that the Pope merely spoke against Continental Socialism, which comprised four branches—anti-monarchical, anticlerical, anarchical and He held that the Pope recognised legitimate democracy, such as they had in Australia.
