TO THE EDITOR. Sir, —Could you please inform me if there is an inspector of nuisances for this district, and who ho is? Last night I had occasion to be down Waltham Road when that southerly gale was blowing, and the smell from pigs and fowls somewhere opposite the Waltham library was awful.
