The directors of the Houldetr Steamship Line report that they paid dividends o'f 5i per cent on preference shares in' 1903, considering that the acute depression then existing would bo only temporary. The result, 'unfortunately, had not justified the distributing of tho dividends, and the directors, therefore, personally repaid' the amounts to the company. AN ARBITRATION TREATY. WASHINGTON, November 24. The United States and Portugal have signed an arbitration treaty.
