MELBOURNE, May 14, Sir E.". Barton states that early in the coming Federal Session a Bill will be introduced proposing that a sugar bonus should take the place of the present system of rebates. The cost will be divided amongst the States on a- population basis, and the measure'.will, probably be made retrospective. The whole of the rebates already paid will be dealt with on a population basis. THE FEDERAL CUSTOMS ACT. The Full Court reversed the Chief Justice's recent decision in the Abrahams Customs case.
