The New York correspondent of the “ Times ” says that public indignation against Russia’s proceedings in Manchuria is hourly rising. The newspapers are mostly condemnatory of Russia’s action. Mr Conger, America’s Minister to China, has protested to Prince Clung against the Russian proposals that no more towns in Manchuria should be opened to foreigners, and that only Russians should be employed in China’s foreign service.
