NORTH CANTERBURY..',Tho North Canterbury Education Board met on-Wednesday ;■ present—Messrs C. A. C. Hardy, M.H.R. (chairman), J. Rennic, D. M'Millan, D. Buddo, M.H.R., C. Opie, M. Dalziel, H. W. Peryman and T. W. Adams.
The Appointments Committ&o reported among other matters that Mr D. Shirlaw had written, renewing his application for appointment as first assistant at Opawa. It had been agreed to Mr Shirlaw and Mi 3« Morrison at the end- of the y«ar, should an average of 251 bo j maintained, tho Board would readjust the staff. In regard to tho Darfield School, it had been agreed that the boys of Standard VI. should share in "the instruction in wood-carving; that in* view of tho increase in the; number attending, the aecondary department should re-occupy part of the main room; and that the question of erecting a partition should be referred to the Buildings Committee. Application* for appointment as assistant master at Addington and Sydenham, as mistress at Longbeach and Okuku, and a;s first mistress at Oxford East, had been receive* and considered. The Darfield School Committee had written referring to tho unsatisfactory 'state of matters at the Darfield School. It had been decided that the School Committee should be a-aked to explain more definitely in. what way the master 'was not giving satisfaction in the discharge of his duties. \ The report was adopted. |
The Buildings Committer reported on a number of works at various schools. The Auditor of the Board's accounts recently wrote disallowing an item, of £SO 17s paid for rent of school buildings and debited to the buildings account. The Minister stated that he saw no reason why the mm should not b* paid out of the Board's ordinary funds. '"lt had been pointed out that the departmental form of statement of receipts and expenditure provided that such items should be shown in connection with the expenditure on buildings, and that while the Board had no ordinary funds out of which the sum could be paid, section 8 of the Teachers' Salaries Act implied that special provision would be made by the Government to meet such expenditure. ■The report was adopted. : The Normal School and Technical Committee reported that tlie Department had written stating that the grant of £SOO for the training of teachers' had been passsd for payment. The Department's approval of the statement of disbursements in respect of lust year's .grant for training teachers in manual and technical instruction had been received. It was resolved to propose to pay the Canterbury College Board the 5a fee with respect to teachers taking two subjects, "one of which must be., one of the threo already approved by the Board. ; The report was adopted. . Major Loveday wrote approving of the appointment of cadet officers as made by a meeting of masters. The Hampstead and Sydenham Committees wrote thanking the Board for having afforded the children a visit to the Squadron. Mr Buddo also referred to the pleasure that had been afforded to committees and parents. Mr Dalziel said that the committees fully recognised the trouble that Mr H. C. Lane, the secretary, had gone to in the matter. The letters were received. A special report from Buildings Committee in regard to members' visit to the Riccarton, Spreydonl and Adding ton' Schools was adopted. It was ordered that the annual report of
th« Board, which, was approved, should-bb printed, and that the report of the Principal of the Normal School should be circulated. A report on the question of exercising the option given under the'new regulations in respect to attendance was referred to the Appointments Committee. SOUTH CANTERBURY. The monthly meeting of the South Canterbury Education Board, was,held on Thursday, the Rev G. Barclay presiding, in the absence of Mr Howell. The Secretary to the, Board, Major Bamfield, requested to be relieved of the chief duties of the secretaryship, on account of failing strength; it was resolved to appoint'Mr Alex. Bell (assistant secretary and assistant inspector) to be chief secretary and assistant inspector, at £4OO per annum," Major Bamfield to be assistant secretary, at £2OO per annum. Tenders were accepted for the erection of school buildings at Kapua (to replace the building burnt down), Hollamby £2lB 6s 6d, Kohika (new settlement), Black, £l7B ; also for painting at Glenavy—Baker, £l9. Selections were, made for the posts of mistresses at Seadown and St Andrews, and sole teachers at Clandeboye and Kapua. At the request of the Teachers' Institute, the Board agreed to establish Saturday classes for pupil-teachers in drawing, the Department paying for these; and also classes in music (for which the Department will not pay), provided the cost to the Board does not exceed £lO per annum. The Scholarship Committee, with the Inspectors, had prepared a new scheme for the appointment of pupil-teachers, placing the appointments in the hands of tho Boaird, instead of the committees, the selection to be based chiefly upon the place taken by the candidates in an annual examination. A discussion took place on the subject of truant officers-.' The', system which had been tried of appointing truant officers for largo subdivisions.to .cover the whole district, had ibroken down. Several modifications of- the ■scheme were discussed, but no< decision was ;come to. •'■. ■" ■
