The Kaiser’s Breslau speech has been placarded in the factories of the leading centres throughout Germany. A monster Socialists’.and workmen’s meeting has been summoned at Breslau to reply to the Kaiser. (The Kaiser in a speech at Breslau recommended a deputation of German workmen to form a genuine workmen’s party in Parliament, and declared that the representatives of other classes would gladly welcome their co-operation. Ho asserted that the workers for years hadl allowed agitators to delude them into believing that they must combine with the Socialists in order to obtain amelioration of their conditions. That was a downright lie. The agitators exploited, terrorised and enslaved the workmen in order to strengthen their own power.) (Received Dec. 10, 1 a.m.) BERLIN, Dec. 9.
