Woi-kuang-tao, the Viceroy of Yunnan, has been appointed Viceroy of Liang-kiang, in succession to- Lut-kun-yi, recently dead. He is a moderate Conservative, of strict integrity. Chang Chi-Tnng acted temporarily as Viceroy of Liang-kiang.
