VOLUNTARY PATRIOTISM.
SPEECH BY ME CHAMBERLAIN. United Press Association—By Elaotrio Telegraph—Copyright. (Received Sept. 2, 12.40 a.m.) LONDON, Sept. 1. Mr Chamberlain, addressing the St John Ambulance Association at Birmingham, condemned the sordid lies and libels circulated on the Continent impugning the honor and humanity of the British: Army. He added that public opinion would- never submit to the expenditure necessary to ensure full preparedness for such an exceptional emergency as the Boer war, therefore the nation must rely on voluntary patriotism to supply deficiencies.
