THE WATER-SUPPLY SCHEME.

TO THE EDITOR. Sir, —I think the ratepayers of Christchurch are under a great obligation to your correspondent, H. Wynn-Williams, for exposing the illegal transaction and wrongdoing of the City Council, in purchasing pipes for the water-supply scheme before consulting the ratepayers. This is not the first instance that the Councillors have acted in a " bungling and muddling *' manner—to wit, the selling of the late Cemetery Hearse, and voting the ratepayers' money away as bonuses, or retiring allowances^' to officials. It is to be hoped that the Au-ditor-General will have something to say upon, the question. Coming from such a gentleman of standing in the city as Mr VVynn-Williams, his statements should have weight, wake up the ratepayers from their apathy, and give place in taking a greater interest in the future in municipal mattors. —I am, eta, BURGESS No. 1.
