In the House of Representatives, the Immigration Restriction Bill passed through committee. A provision was inserted to prohibit the introduction of contract manual labour. Skilled Workmen for mew industries are exempted, and crews of coasting vessels will be allowed to be brought out, provided that the wages are the same a,s those in force in Australia. The Pacific Islands Labourers' Bill has been' circulated. The main provisions are that no Pacific Island labourers shall enter Australia after March 31, 1904, and none shall enter before that date excepting under » license. During 1902, licenses "will be allowed to three-fourths of those islanders who have returned to their native islands during the present year and during 1903 to not more than half who returned to their islands. No agreement is to remain in force after December, 1906. -The persons exempted are those who have resided in Queensland continuously ior five years prior to September, 1884, those employed as part of a ship's crew, and those possessing exemptions under the Immigration Restriction Act.
