The Radicals resist the proposal' to allow the King to use his discretion in the choice of a title, fearing, unless the Bill specifies his title, a more Imperialist one will possibly -be chos-en. The opposition of the Nationalists is based on the Accession Declaration and the title of Defender of the Faith. ■As a. result of the extreme cold, dairy cattle in Victoria are suffering severely, and there is great scarcity of grass- everywhere. i The number of Boer prisoners and surrenderee ha-s reached a total of thirty thousand. Many of those at St Helena have swornallegiance, and those of their fellows who have been "guilty of insulting them have been confined in a - fort. A force of four hundred Boers - attacked a •small column at Ngutu', in Zululand, but was repulsed with loss. A general strike has occurred at the docks at San Francisco. Fifty-five thousand] men are idle, and shipping business is parlaysed. Lord Kitchener reports that since July 22 the number of Boers killed is 24„ wounded 25, taken prisoners 223, surrendered 80. There have been largo captures of horses and cattle. Two -Boer commandoes have been surprised by British forces, and lost heavily. Sydney is now free from small-pox, the last patients having been discharged from quarantine. It is stated that the alleged Anarchist who arrived in Australia in the Ormus about the time of the Royal visit, was kept in quarantine and closely watched till he was released onJuly 25.
