BOROUGH COUNCILS

SYDENHAM. A meeting of the Sydenham Borough Council was held last evening; present-—-The Mayor (Mr B. P. Manhire), Councillors Bowden, Forrester, Jones, Webb, Taylor, Miller, Hadfield, M’Meekan, Clifford, and Sim. A letter was received from the. City Council, offering for sale the old steam roller. The Works Committee was empowered to get an expert opinion on the roller. Mr W. W. Collins, M.H.R., wrote, promising to confer with the other Canterbury members as to what could oe done to carry into- effect the resolution ot the recent conference of local bodies, regarding the valuation rolls. Oonsidera,.)lo discussion took place in connection with a letter complaining of the condition of the channels in Scott Street. Councillors were of opinion that radical reforms were wanting in that and surrounding streets, where the artesian wells did not rise to the surface, and no flushing water was available. The matter was referred to the Sanitary Committee. A letter from xvir Belcher, offering to give land for the widening of Austin and Campbell Streets, and the extension of Wakefield Street, -wag referred to the Works Committee. The meeting then adjourned, and a special meeting was held to consider the proposed , special order. Councillors Jones and Clifford moved the resolution with regard to the loan ol £15,000 for the water supply- Councillor Sim thought) that the words “ special order in the resolution were unnecessary, and should be struck out. This proposal was negatived, and the resolution adopted. ihe ordinary meeting was then resumed. Iht Sydenham Hockey Club wrote, protesting against the action of the Bowling Club in planting trees ini the Sydenham I ark, on the corner of the Hockey Clubs ground. The Council directed the Works Committee to report on the matter at the next meeting The Finance Committee reported receipts amounting to £656 4s, and recommended payment of accounts amounting to £467 18s Bd.’ The report was adopted. A meeting of the St Albans Borough Council was held last evening; present The -Mayor (Mr T. H. Davey), and Councillors Barlow, Keig, Andersen, Newton, Jackman Carey, Brixton, Hyde, Hobbs, Money, Morgan and Carter. A deputation of six ratepayers waited on the Council regaxding the state of Fitzgerald Street. Mb JBlank, one of the deputation, stated that the footpaths of the street were impassable, and the road generally was in a very bad state. Water was lying on-the road and paths. The Mayor said 'that what the deputation complained of Was a frequent complaint in this weather. Last year tne Council had overstepped the- bounds toy £6OO in providing screenings for footpaths. The Council always did its best to study the interests of the ratepayers, but it was a somewhat difficult task. The loan-money, could /nob,be encroached upon for Fitzgerald Street, as" ifc was nob within the loan area. 1 Last year £lB6 had , been spent in Fitzgerald Street. It was decided to instruct the Finance Committee to’ inquire into the Tates of insurances for-workmen under the; Workmen’s Compensation Act; It was also resolved that the chairman of each committee,- together with i-« Mayor and Councillors,Carey, and Newton, should bo a By-law Committee,- to revise,the bylaws and frame a-complete set. Councillor Hyde gave notice to move at -next meeting that a bridge should be placed over the creek in Packe’s Road North, the work to be put in hand at once. A communication was received from Mr J. A. Blank regarding the state of Fitzgerald Street, regard- - ino- which the deputation had waited on the Council. It was decided to instruct the Works Committee to inspect the street. This concluded, the business, and the meeting closed. LYTTELTON. An ordinary meeting of the Lyttelton Borough Council was held yesterday evening ; present —the Mayor (Mr T. O. Field), and Councillors Webb, Brown, Garrard, Kay, Cleary and Cook. Leave of absence was granted to Councillors Radclilfe, Smith and Whitby. A letter was received from the Lyttelton Fire Brigade, asking .the Council to grant bars and . certificates to those members who had qualified for them. The Council decided to grant the request. It was agreed to grant the free use of the Colonists’ Hail for an entertainment- for the benefit of Mr and Mrs Day, who recently lost all their furniture and! effects by fire. A petition from ten residents of 1, Voelas Road, requesting the Council to remedy the nuisance caused by the dangerous state of a clay bank, was referred to the Works Committee to report. The Finance Committee reported that the receipts since last meeting had been £450 16s Id, and recommended payment of accounts amounting to £162 is 2d. The. credit balance was £825 16s 6d. The repent was adopted. The Sanitary Committee recommended that the Health Officer should be asked to approve of a loan of £3OOO, under the Public Health Act, 1900, for the extension of the main sewers in St David’s, Canterbury, Exeter and Oxford Streets, and other incidental drainage works which might bo necessary during the immediate future. The committee reported that this lean could be obtained at 3£ per cent, and without the necessity of a poll of the ratepayers. The report was adopted, and it was decided to communicate with Dr Symes, District Health Officer, on the question. The report of the Estates Committee, which dealt with routine matters, was adopted. The engineer of the pumping station reported that during the last four weeks 3,199,000 gallons of water had been pumped into the main reservoir, against 2,980,000 gallons for the correspoding period of last year. The report of the foreman of works was adopted. 1 The Works Committee recommended that inquiries should be made as to the price of a stone-crusher to crush from eight to twelve tons per hour, and 1 that the committee should be given authority to purchase, if the price, did not exceed £3OO. The report was adopted. The Fire Prevention and Finance Committees presented a joint report recommending the Council to proceed, without further delay, with the erection of a new Fire Brigade Station. The report was adopted. The Mayor Yeported that Mr Wreaks, the Government Veterinarian, had inspected the plans lor the new abattoirs, and would visit the site on his way back from Dunedin. Two tenders for 8-inoh iron pipes for the watersupply works in the tunnel wtore received, and that of Messrs Briscoe and Co., Dunedin, for £l6Bl 2s 6d for 9ft lengths, was accepted. The other was not in accordance with specifications. Two tenders for the supply of 5000 ft of totara timber were received, and that of Messrs Hollis and Brown, 18s lid per 100 ft, was accepted. The question of insuring the Council’s employees against accident was referred to the Finance Committee, with power to act. The question of fencing an the ground in front of the drillshed' was referred to the Works Committee to report. The Council went into committee, and, on resuming, rose. ,
