CHARITABLE AID BOARD.

The monthly meeting of the North Canterbury Charitable Aid Board was held 'in the offices, Armagh Street, yesterday afternoon; present—Messrs F. J. Board (Chairman), R. Westenra, H. Friedlander, S Harris, J. T. Smith, G. Wallace, G. Witty, B. P. Manhire, J. Wolfe, H. B. Sorensen, C J. Hairper, E. Feldwick and Mrs Black. An apology was received from Mr Rutherford. In the Chairman's statement he said he had received a communication from the Hospital Board, relative to the treatment and accommodation of chronic incurable cwses, and asking . that united action on the part of local bodies interested may be taken, in order to impress upon the Government the necessity of providing a suitable establishment for the purpose. The Education Board asked for the use of a portion of the Lyttelton Orphanage: buildings for technical school purposes.; The subject 'had been brought under the notice of the Institutions .Committee, and if the Board approved the proposal jit might be well to empower that', committee to endeavour to meet the views of the- Education Board, if terms can be arranged to mutual satisfaction; The Government was asked to appoint a Board of Advice for the Burwood establishment an'd the Receiving House for Industrial Sohool children,..but he had been informed' that the proposed appointment of visitors -would probably meet the requirements of'those institutions. A letter was read from the Christchurch Hospital Board, with reference to the necessary steps to hi taken for provision being made for cases of-chronic diseases, and asking the Charitable Aid-Board if they would send some representatives to a conference, to consider the matter, and to suggest a date for such conference. ..Mr Board asked if the Board, wished the delegates to convey their own wishes, or did it diesire to lay down a principle. For his part, be was decidedly in favour of provision : being- made, for these ; chronic caees direct out of the consolidated revenue. ■ Mr Harper was of opinion, that dt was high time that some special provision were mald'e for the incurable cases, ; and that the necessity should be urged' upon the Government for provision being made for them' out of the consolidated fund. There were several cases of the kind in the Home at Ashburton, which were not fit cases for the Charitable Aid Board or Hospital Board to deal with. Mr Smith strongly advocated' the establishment of a colonial institution, properly equipped, for dealing with these cases. Mr Friedlander suggested that, it be an instruction to the Board's representatives to advocate the establishment of a colonial institution of the kind indicated, to be supported by colonial funds. This suggestion was adopted, and the Chairman and Mr Westenra were appointed delegates. A letter was read from the North Canterbury Education Board, asking for the use of ai portion of the Lyttelton _ Orphanage, for the purposes of technical and' manual instruction and cookery. Mr Harper said this would be a happy way of getting rid of the white elephant. The matter was referred to the Institutions Committee, with power to act. In reply to the Chairman, Mr Harper said that everything in Ashburton was going along satisfactorily. Matters in connection with the new building had been hung up, owing to the absence of the secretary, -and other matters, but he hoped that this would now be attended to, so tb-at a new building would, be provided be<*<m> another, winter. As it was, he feared there was a certain amount of inconvenience felb v by some of the patients in the old building. The Chairman said they had the plans and specifications of the new building, and the Ashburton r Committee would be asked to inspect them at the close of that meeting. ■' ■ A-i discussion took place respecting the question of monthly meetings or otherwisej Mr Harper urging that, in the interests of the. country members, they should have mora than a few days' notice of the next 1 meeting. ' He advocated that they should know at one meeting when the following meeting would be held. Ifc'was decided that any alteration in the date of the meeting should be notified to members not less than ten days previousThe Institutions Committee reported in reference to certain suggestions offered by the Board's medical officer, as to nursing at. the Memorial Home, that the committee was of opinion that the present staff is sufficient to cope with the ordinary requirements of the institution as a Home tor a<*ed poor. The matron and the nurse have qualified, both- by experience and examination, to treat ordinary cases of senile complaints; and whenever occasion, require?, the patients were entitled to obtain the benefit of special treatment- in the Hospital. With regard to the Female Refuge, the committee pointed out that the appointment of the officers of that institu- , tion was in the hands of the lessees. The report was adopted.
