Russia has denuded the workshops at Tongshan and Shanhaikwan of their machinery and other materials. Only the bare Avails are left. , Dredgers are converting Port Arthur and TalienAvan, which has been renamed Port Cahzig, into strong base harbours. The largest warships rvill soon be able to anchor at Port Arthur.
