Mr Chamberlain has received a memorandum from Mr Saddoft, suggesting the incorporation of the Cook, the Fiji and the Friendly Islands with New Zealand. MR SEDDON'S PROPOSAL. AN AUSTRALIAN VIEW. SYDNEY, June 28. The " Daily Tdegraph," dealing with Mi Seddon's proposal to incorporate the Pacific Islands with New Zealand, says that the. importance of the matter to Australia lies in the fact that what is* aimed at is evidently an Island Federation, with New-Zea-land as its governing centre: a federation which, fox the purpose of trade, could, if it chose, be as exclusive towards Australia as one self-governing colony can be against another. It might not use its fiscal independence to the utmost, but there is a strong probability that-it would at least extend it, only allowing the Commonwealth to trade on terms of reciprocity. It is important to Australia to see that the pushfulness of Mr Seddon does not have the effect of diverting from Australia, especially New South Wales, a great part of the Island trade, or hampering commercial relations to give New Zealand !?a special lien on that trade.
