In accordance with a request from the 7 Lower House a select committee was appointed to consider the Native Land Laws Amendment Bill, with power to sit with a similar committee of the House. BILLS. The Mining Companies Act Amendment', Bill was read a third time and passed. The Invercargill Racecourse Trustees Empowering Bill- was read a second time on the motion of the Hon H, Feld* wick. The Council adjourned at 3 p.m. HOUSE OF REPRESENTATIVES. Thursday, Nov. 11. ; AFTERNOON SITTING. - The House met at 2.30 p.m. The Premier said that he had promised to devote that afternoon -to consideration ■ of local Bills. He therefore would not’ reply to questions. LOCAL BILLS. Invercargill Public Offices Site Amendment Bill, Otago Harbour Board Bill and Wellington City Empowering Bill were committed. The two former passed through committee with slight amendments, but the Wellington Bill elicited a long discussion, several members opposing the , clause allowing the City Council to borrow .£36,000 without taking a poll of the ratepayers. The clause finally passed, with an addition moved by Mr Smith, that the rate . of interest for money borrowed should be 4 per cent. A veiy protracted debate took place on the remaining clauses of the BiH. ' . ' The InvereargiU. Public Offices Site Bill, was read a third time and passed. On the motion for the third reading of the Otago Harbour Board Bin, Mr E. G. Allen moved its recommittal for the pur- " pose of reconsideration of Clause 2. The motion was lost on the voices and the Bill was read a third time and passed. The WeUington City Empowering Bill was read a third time and passed. Mr Scobxe Mackenzie moved the second reading of the University of Otago Leasing and Sale BiU, to enable two endowments to be sold and the proceeds tied up for the benefit of the revenue of the University; The Hon J. M’Kenzie objected to the • sale of one of the endowments referred to in the BiU. Ho was speaking at the 5.30 p.m. adjournment. EVENING SITTING. The Sunday Labour in Mines Prevention BiU was reported from committee; read a third time and passed. ■ explosives. The Explosives Act Amendment Bill ‘ was committed, read a third time and passed. VICTORIA COLLEGE. The Premier moved, pro forma, the second reading of the Victoria CoUege BiU. . Agreed to, and the Bill referred to the Statutes Revision Committee. SELECTION COMMITTEE, Mr Guinness moved that a Committee of Selection should be appointed, consisting , of the Hon W. HaU-Jones, Messrs G, . Hutehison, Joyce, Steward and the mover.
