The Times* Hongkong correspondent declares that the treaty with China granted the Russian fleet an anchorage at Port Arthur, and Russia the right to construct and manage railways connecting Port Arthur with YJadivostock via Tsitsihar, and other commercial advantages outside the most favoured nation clause.
