SPEECH BY LORD BOSEBBET. [Special to Pbbss Association. 1 LONDON, Jan. 19.
Lord .Rosebery, addressing 10,000 people at Cardiff, said the next session’s programme would be purely business pending the elections. The disestablishment of the Church of Wales would be taken first, and then measures dealing with the liquor traffic. The question of one-man-one-vote and the Scotch Church Bill would also receive attention. He said payment of members would admit an abundance of working men to the House of Commons. Regarding the measure to be introduced with respect to the House of Lords, he declared it was not his intention to destroy the Upper Chamber, and that all that ho wanted was a better adjustment of relations with the House of Commons. The Premier next referred to the motion tabled towards the end of the session, which, he said, hinted of the- murmuring of discontent in the Liberal camp, and in connection with this he urged strong unity, as, if the Liberals were defeated at the next poll, it would be more difficult to re-; cover the position than formerly.
