CHINA AND JAPAN.
(Special to Press Association.] SHANGHAI, Oct. 1. Japanese warships patrol the Strait of Pechili, and daily pass Wei-hai-wei and Port Arthur. The Emperor of China has appointed a committee of three advisers, including his uncle Prince Kung, to conduct the war. He declares that the defeats have arisen from incompetency and corruption. The steamer Pathan has been released, no munitions of war having been found on hoard. MELBOURNE, Oct. 1. The Japanese residents are raising a war fund.
