A hand of Anarchists damaged many monuments in the cemetery near Boubaix. Of three hundred Anarchists arrested in Paris forty were detained, and several sentenced to short terms of imprisonment. ST PETERSBURG, Mabch 28. Many arrests of students and Anarchists have been effected at Odessa and St Petersburg. The Powers are negotiating upon a proposal to make the manufacture of dynamite a State monopoly.
