A CRITICISM AND A REPLY. [Special to Pbess Association.! LONDON, Feb. 12.
Mr Wilson, of the Investors* Beview, writing in the alleges that New Zealand's surpluses only exist on paper. He contends that in three years the colony has slyly increased its debt by a million and a half.
Sir W. B. Perceval, replying to the attacks on the New Zealand surpluses, states that the increased debt of the colony is owing to conversions, which would result in a saving of .£30,000 interest annually.
