I Special to Press Association.] MADRID, August 4, The Spanish Government has agreed to offer no opposition to the occupation of the Solomon Islands by Great Britain. BERLIN, August 4. The German Government intends to construct a military port at the mouth of the Elbe to protect the canal connecting the Baltic with the North Sea. The Russian Government is sending envoys to Berlin to treat for a settlement upon a workable basis. August 5. Russia proposes to construct a new military railway to tbe Austrian frontier.
