SYDENHAM. || The fortnightly meeting of the Sydetwi, ham Borough Council was held yesterday® evening; present—Tho Mayor (Mr William| Jacques) and Councillors Brown, Winny, Forrester, Booth, Smith, Hadfield,, ; Muffctt, Nancarrow and Samuels. LEAVE. Leave of absence was granted to Councillors Langdowu and Rudd. THE LICENSING QUESTION. ' A letter was read from Mr C. J. A. Haselden, Under-Secretary in the Department of Justice, Wellington, stating thafcj application had been made to the Govern-J ment to proclaim the four wards in thos Borough of Sydenham separate licensing,s districts. The Government had been! advised that the proper course to was to accede to the application, and th<| necessary proclamation would, therefore! be issued without delay. i Councillor Smith moved—“ That the? letter from the office of the Minister foi| Justice bo received, and a telegram seat asking—(l) By whom the application ref farced to ip tho letter had been made!| (2) that action be deferred pending further consideration by this Council; an.fi (2) protesting against the proposed divij sion of the Borough into four licensing districts.” _ 5 Councillor Hadfield seconded the Councillor Forrester moved as an amend-i ment—“That the letter be received, and;' that the hou the Minister for Justice bat informed that this Council cannot see its;’ way to interfere in the matter.” Councillor Nancarrow seconded the* amendment. | After a heated debate the amendment was carried by six to five—Ayes, Couacil-| lore Samuels, Nancarrow, Forrester, Muffett, Winny and the Mayor ; Noes, Si Councillors Taylor, Smith, Booth, Hadfield| and Brown. | WOBKS COMMITTEE. | The Works Committee’s report stated! that in reference to the letter from thef Mount Hutt Road Board respecting thej gravel pit at Cairnbrae, the Committee, | although satisfied that about 1800 yards j of gravel had ’ bean taken out of the' pit, and had not been accounted for to the Council, did not see its way to ascertain what had become of the missing gravel. The Committee therefore recommended that the claim on the Board should be modified, without prejudice, to the 702 yards acknowledged by the Board; that the Board be informed j that the fence round tho pit never was; a legal one, or safe to guard against - accidents, and that tho Board be requested I to erect a legal fence, or pay the cost of| erecting one. In reference to Hr J. Smail’sf letter, calling the Council’s attention tojj the condition of the fence on Reserve 2379,1 the Committee recommended that Mj£ Small’s attention be directed to the feucoap on that part of the reaervo occupied by Mijff Mitchell, which had not been cut as stated! and to the fact that the gorsa in tha division fences was only growing in isolated,’ 1 places. Tho Finance Committee’s report stated that during the past fortnight the receipts had amounted to £216 11s sd, the principal items being general account rates .£6B igg lid, dog licenses £35 and separate account rates .£B7 7s 6d, The balances of acoourpa wero—Soparate account £277 10s 7||, interest account £276 9a, loan account £5495 10r 3d, general account £977 its lOd ; total, £7027 2s Bd. The Committee recommended payment of accounts amouaiing to £251 12a Id, tha principal items being wages £SO lie lOd, Christohumh City Council (hire of fire engine) £||>, Railway Fire Brigade (hire of fire engine) £2O. t The report was adopted. g THE COUNCIL’S STAIT. || The Mayor read tho report of the Committee appointed to consider tho arrangement of tho duties of the Council’s officlrs. The report has already been published, b Councillor Smith moved—“ That the report of the Committee appointed to consider the arrangement of the duties of f the Council’s officers, dated March 6, 1893|jbe received and adopted.” ,|ji Councillor Booth seconded tho motions Councillor Forrester moved aa an amendment—” That the duties of the Tcfwn Clerk and . Treasurer bo arranged so aiifo embrace all the clerical work in connection with the Council office, except suchS-ias may bo absolutely necessary for the jtnspoctor to do in the discharge of Ilia duties ss inspector and collector. 'Rhe inspector, collector and ranger’s offlliehours shall be 9 to 9.30 a.m. and 4 to 5 p.m., except on Satuidays, when the houra shall be 9 to 1; at all other times he Bhallibo doing duty as inspector sad collector, ipd shall work generally under the instructions of the Mayor and the Sanitary C<&mittee. The foreman of works shall hipe control of the men in tho Council’s empl||, also have charge of all plant and matorM, and bo responsible for their safe keeping Councillor Muffett seconded the amendment. Councillor Forrester said Mr E. Joi||s and others, representing a number of tne ratepayers, were in the Council chamber, and he would like the Council to hear what they had to say in regard to the arrangement of the Council’s staff. _ Councillor Booth drew the attention to the Standing Orders. Hf ; contended that no ratepayer had any right to address the Council on a matter <s| policy. Jji After some discussion the Mayor saia that, in face of the Standing Orders, th|| deputation could not be heard. _ H The amendment was carried by six to five.
