TO THE BURGESSES OP SYDENHAM. f* ABIES AND GENTL FMEN.—We respectfully solicit, your Votes at the Elections to be held on THURSDAY, Brh Instant, of Twelve Members for the Fydenham Borough Council. In respect to Borough finances, we deplore the attempts that are being made to mislead the ratepayers with regard to the manipulation of certain funds. The Joan interest fund is not part of the £25,000 loan, is not earmarked for any special purpose, hut is part of the ordinary revenue of the Borough, and has boen treated as such for some years, the amount now appearing to the credit of this account being merely an unexpended balance. It is not true that in utilising this fund for general purposes the loan Money is being misappropriated. It is beyond the legal power of the Council to divert a single shilling of the £25,000 from the purposes for which it was borrow-d, and the statements seeming to imply the contrary, which have been recently published, appear to have been framed with a view to arousing unnecessary suspicion in the minds of the ratepayers. The general finances are not in the condition of hopeless entanglement and insolvency that you are asked to believe. The actual estimated deficit for the current year is under £2OO, notwithstanding that the Borough revenue from all sources is over £SOO less than in 1885, owing to reduction in valuations. Government subsidy, rents of Reserves, &c., and without reckoning tbe loss of revenue from license fees. Wa believe that by the exercise of prudence and economy this defi.it may be considerably reduced without encroaching upon the unexpended balance of the Loan Interest Fund, and without collecting extra taxation. Tbe suggested increaseof the General Rate is, in our opinion, both inopportune and unnecessary. We do not propose to reduce the expenditure on wages, roads, &c. Wa have every confidence iu the vigour and re. sonrcefnlness of the Borough, and believe that we may look for such development during the next few years as will cause a return of financial prosperity, and should you do us the honour to elect ua we will endeavour to practise In your service such prudence, seal and integrity as shall maintain tho honourable reputation of the Model Borough, We are, Ladies and Gentlemen, ADDINGTON WAED. W REGRET to learn, in connection with my a Candidature for one of the three seats in the Borough Council for this Wr-rd, that a statement is being freely circulated to the effect that I have advocated reducing the wages paid to the Council's workmen; The statement is DISTINCTLY UNTRUE. I did suggest alterations so far as the Office Clerical staff is concerned, and inn still of opinion that they are desirable; but when some Councillors stated that they would prefer reducing the workmen's wages by sixpence per day rather than interfere with the office, I opposed the suggestion on the grunnds that wa have not too many workmen, and that they are not too highly paid. 6233 THOMAS B.
