BOROUGH COUNCILS.

ST ALBANS. A special meeting of the St Albani Borough Council was held at 7.80 p.m yesterday; present—-The Mayor (Mr F. Smith) and Councillors Meares, Ke ig, Moor, Bull and Brooker. On the motion of Councillor Bull it was decided to strike the usual special rate for the watering of Papauui road; and Councillors Brooker and Keig were authorised to sign the special rate roll. ORDINABT MEETING. At a subsequent ordinary meeting of the Council the same Councillors were present, and Councillor Salter. The newly-elected Mayor, in taking fail seat, said he hoped to have the support of the Council during his term of. office, and to deserve their hearty co-operation. He moved a hearty vote of thanks to the exMayor, Mr W. J. Neate, for his invaluable services as Mayor daring the past two years. Councillor Meares heartily seconded.the motion, which was warmly supported by Councillor Bull, and carried, it was decided to write to Mr Neate to that effect; Leave of absence was granted to Councillor Chidgey. FINANCIAL. Councillor Bull, for the Finance Committee, presented the following, report Receipts since last meeting—General rate, 1891, £l9B 3a 4}d; do, 1890, £4 6s 10|d; Waimakariri, £23 T9a 9Jd; drainage, sewage area, £23 18s 9£dj do, rural, £63 Os 2hd; refunds, £l6 2s 6d j fees and fines, £110a; charitable aid, £3O 2s; night soil, £3B 2b 2sd; total, £498 18a. Accounts to the amount of £386 17s 2d were passed for payment. The overdraft after these operations would stand at £677 18s 6d. On the motion of Councillor Ball, seconded by Councillor Brooker, the report was adopted. WORKS. The Works Committee reported that the willows on the boundary road had been cut, and a quantity of smaller works attended to. With regard to the watering of six chains of the Fapanni road, as requested by the Avon Road Board, the Council could not comply with the request, having only one water cart. The Council would require another eight hundred yards of broken metal for next year. The report was adopted, with the exception that the cost of the willow catting was referred back to the Committee. The reports of the Foreman of Works and Inspector of Nuisances were presented. MISCELLANEOUS. Councillor Bull gave notice of motion —“ That the By-law Committee be revived, and go thoronghly through the Borough by-laws,” A complaint from the nightsoil contractors, that the City Council had stopped them depositing nightsoil on the Christchurch Council's reserve, was referred to the Sanitary Committee to report on. On the motion of Councillor Bull, seconded by Councillor Salter, the dog registration fee for next year was fixed at 10s. Councillor Bull drew attention to a nuisance said to exist on what is known as r Allison’s land. It was decided, on the motion of Councillor Bull, seconded by Councillor Moor, bo close the office from Dec. 25 to Jan. 3, both inclusive. Messrs Duncan, Cotterill and Martia were appointed solicitors to the Council. The proceedings then terminated. SYDENHAM. The ordinary fortnightly meeting of tha Sydenham Borough Council was held last evening; present—The Mayor, and Councillors Hopper, Taylor, Brown, Jacques and Smith. Apologies for absence were received from Councillors Langdown, White and Rudd. CORRESPONDENCE, Letters were received— From Mr W. Izard, objecting to pay rates on property in Gibbon street, which he had sold. On the motion of Councillor Jacques, seconded by Councillor Taylor, it was resolved that the matter be referred to the Finance Committee. From the Secretary of the Municipal Association, Wellington, asking the Council to join the Association. The letter was referred to the Finance Committee. From Messrs Harman and Stevens, with regard to the extension of Disraeli street to Braddon street. The letter evoked considerable discussion. It was finally resolved, on the motion of Councillor Taylor, seconded by Councillor Hopper—“ That the consideration of the approved plans of roads proposed be referred to the Works Committee to farther report thereon.” The motion was carried. WORKS. COMMITTEE. In reference to the land offered by Mr 0. Hansen, for the purpose of widening Percy street, off Colombo street, the Committee reported against the purchase. It recommended that boys who had left school within the last twelve months should be permitted the use of the bath upon the payment of 2s 6d for the season. The Committee recommended the Council to accept the tender of Ditford, for the removal of rubbish and nightsoil for the next two years. Mr Wyse, who was a tenderer for tho work of removing the rubbish and nightsoil, attended in connection with the acceptance of a tender. After discussion, the Works Committee’s report was adopted.

DEPUTATION. Mr Hall introduced a deputation who interviewed the Council on the subject of making arrangements for the opening of the baths. $ Councillor Taylor moved, and Councillor Smith seconded—" That the Works Committee be authorised to make arrangements for the opening of the baths on Jan, 2.” The motion was carried, and the 'deputation withdrew. PETITION. , A petition was received from several residents in Selwyn street regarding a nuisance said t 6 exist in that locality. The Chairman of the Works Committee reported that the matter had been attended to. The petition was received. FINANCIAL. The Finance Committee reported that the receipts for the fortnight amounted to £465 XSs lOd. The balances of accounts were:—Separate account, credit, £434 18a 8d; interest account, credit, £199 14s 2d f loan account, credit, £7091 14s 4d | general account, debit, £729 8s Bd. The Committee recommended the payment of accounts amounting to £417 17s 4d. The report was adopted. HOLIDAYS. It was agreed that the oftice should bt closed on Dec. 25, 26 and 28, and on Jan, 1 and 2.
