King Alexander, of Servia, who is on a visit to Russia, has been banqueted at Moscow, where he also reviewed the Russian troops. The Novosti demands the conclusion of a formal alliance between Franca and Russia. The Ministers for War and Marine are considering whether they will sign an alliance with France. The Czar will not affix his signature until he considers the proper moment has arrived. BERLIN, August 1. The entire Press of the city refers in terms of praise to the speech delivered by Lord Salisbury at the Mansion House. [Eeceived August 4, at 1.20 a.m.] LISBON, August 3, The Portuguese Government has declared French money legal currency, and has prohibited the export of silver from Portugal. Riots have taken place in Lisbon regarding the price of gas, and six hxxndred of those who took a prominent part in them have been arrested and conveyed on board warships. Order has been restored. LONDON, August 3. Tho French newspapers denounce, but the Russian Press favour, the proposed visit of the French squadron to England. CONSTANTINOPLE, August 3. Tho rebels in Yemen, Southern Arabia, have been surrounded hy the Turkish troops dispatched to quell the rebellion. NEW YORK, August 3.
