DRAINAGE BOARD.

ORDINARY MEETING. An ordinary meeting of the Christchurch District Drainage Board was held at 2.30 p.m. yesterday ; present—Mr H. Crooks (in the chair), Messrs J. Bowman, J.-W. M‘Alpine, H. P. Hill, H. Boanington and S. Smart. Apologies were received for the absence of the Chairman, and Messrs Mountfort and M'lntyre. PLUMBING LICENSES. Messrs Pyne and Bigwood interviewed the Board, and asked why they had been refused plumbers’ licenses when others had been granted. They said that they were quite as competent to do plumbers’ work as those who had been licensed, and they objected to submitting to examination unless all applicants were examined. It was explained by the engineer that licenses had been granted to those who had formerly been licensed and had applied before the Board had passed the resolution with reference to the examination of applicants; also that no applicant would be examined unless the Board of Examiners thought it necessary. It was.decided to inform Messrs Pyne and Bigwood that the Board could make no exception in their cases. secbetaey' and teeasubee’s eepoet.

-The Secretary and Treasurer's report was as follows : -Amount of 1 rates received since last meeting, £ll7 la 7d ; received from other sources, £37 4s sd; expenditure since last meeting. Rate Account, £555 14s lid; amount of 1888 rates outstanding, £24 2s 2d; 1889, £75 18s fid; 1890, £B6l, 3s 3d ; amount of IS9O rates collected to date, £15,470 11s; amount of debit balance, £7607 83.

engineer’s report.

The engineer reported that, in regard to adopting a more efficient method for clearing the Avon, and the trip recently taken down the river in the Avon Company's steamer, he had ascertained from Sir Owies the means he proposed to adopt, and ho (the engineer) would be glad if the Board would consider the advisableness of giving the proposal a trial, as tenders would shortly be called for clearing tho rivers and drains. He recommended that these be referred to the Works Committee who could report at the next meeting. It was agreed to let the contract for clearing the river in two sections, so as to allow Mr Owies to tender, and the Works Committee was authorised to receive tenders and report. CORRESPONDENCE. The following letters were read:— Prom the Grey Valley Coal Company, enclosing a copy of the following clause, which the Company wished to form part of its contract for supplying coal: —“ The Company shall be relieved from performance of the contract during such time as tho mine from which coal is to be supplied may be prevented from working by reason of strikes of the miners, and, or, the crews of the Company’s freight con tractors.” The Board agreed to tho clause. Prom the Christchurch Plumbers and Gaefitters’ Union, forwarding the names of Messrs L. Marsh, H. Morrison an cl J. D. Colville as being the most suitable persons to hold the position of examiners of candidates for plumbers’ licenses. The Board decided to appoint Mr Morrison.

Prom the Christchurch City Council, stating that the valuation of the city, as affecting the Drainage Board, was: — Sewage area, £197,853; rural area, £1530. Prom Mr J. A. Eedpath, drawing attention to the dangerous state of the open drain mouth in front of his shop at tho corner of Tuam street and tho East belt, and asking that it might be covered in. It was decided to allow Mr Eedpath to cover in a portion of the drain to tho satisfaction of the Beard’s Engineer., Prom Messrs Garrick, Cowlishaw and Fisher, enclosing a copy of the proposed Bill giving power to the Drainage Board to make by-laws for regulating house connections with the sewers. The draft Bill was approved.

After passing accounts amounting to £555 14s lid, the Board rose.
