[Special to Press Association.] (Received May 28, at 11.35 a.m,] PENNY POSTAGE. MELBOURNE, Mat 27. Mr J. G. Duffy, Postmaster-General, has decided that it is undesirable to estaolish a penny postage for Victoria. It is stated that New Zealand favours an Intercolonial penny postage, though the statement lacks official confirmation. PRECEDENCE OP LORD SCOTT. The Admiralty upholds Rear-Admiral Lord Charles Scott’s contention that, under the title of “His Excellency,” he takes precedence of the Governors of the Australasian Colonies, except the Governor of the Colony in which he happens to be. PRIME MINISTER. ADELAIDE, Mat 28, The Executive has decided that the head of the Government shall in future be known as the Prime Minister. This is the result of a decision arrived at at the Conference of the Premiers of the respective Colonies, held in Sydney during the sittings of the Federal Convention. f deceived May 29, at X a.m.] MURDERED BY A MADMAN. SYDNEY, Mat 28. A man named Austin was murdered by a madman named Kemp, near Walgett. Kemp was afterward j .’shot dead by Murray, an adjoining settler.
