Both letters were referred ito the Firo Prevention Committee to attend [to. From Mr A. Lilly, complaining of the [condition of Humboldt street. Referred to ithe Works Committee, with power to act at jonce. t Prom Mr W. Dailey, asking for a lamp 'at the corner of Barry and Ruslan street?. [ Referred to the Fire Prevention Committee ; to be acted upon directly. FIRE INSPECTOR. From Mr J. Ashley, Fire Inspector, tendering his resignation as Inspector owing to his removal to Lyttelton. On the motion of Councillor' Forrester, this was referred to the Fire Prevention Committee to report upon, they being requested to take notice in their report of the valuable services rendered to the borough by Mr Inspector Ashley. THE HOSPITAL, &C. From the Secretary to the Hospital Board, explaining the reason why the accounts for the past year had not been forwarded. Received. From the Secretary to the Charitable [ Aid Board, enclosing a list of the recipients of aid within the Borough of Sydenham. Received. THE WARD STREET CULVERT. I A letter was received from Mr F. H. ißruges, on behalf of Mr Manhire, claiming |EIO as damages for loss sustained through |he Council having taken down certain fencing from the part of his land fronting aVard street, and having left the culvert finfiniahed and bis land open to trespass of tottle, &c. I Referred to the Works Committee to import upon. | Mr J. White! aw, one of the arbitrators Ki this vexed question, wrote, stating that Messrs Davis and Gooksley had taken up pie award of the arbitrators that day. H Received and referred to the Works Bommittee. H WORKS COMMITTEE. fe This Committee reported as follows: — a. Notice has been given to tbe contractors afpr alterations to Ward street, requiring llhem to put the street in a safe condition Bor traffic, and to complete their contract. |3o far, no attempt has been made to feomply with tbe notice. 2. The ComAaittee cannot see its way to alter its of July 2G respecting the mainItenance of private crossings over the Street footpaths, or to recommend lany exceptions in the cases referred |to the Committee for consideration. |(3) The railway authorities have comimeribed to alter the formation of Carlyle [Street, as indicated in the Railway Engineer’s letter of June 16 last. The ComKnittee recommends that the Commissioners ape informed that the Council objects to

A NUISANCE. Mr Rowley attended, and complained of a nuisance caused by the smell arising from skins being deposited at the stores of the New Zealand Loan and Mercantile Agency Company on the Hazeldean road. The Inspector was instructed to examine and report to the Sanitary Committee, who were given power to act as they deemed necessary to abate the nuisance. FINANCIAL. The Finance Committee reported receipts during the fortnight to be £254 lls Bd. The balances of accounts were : Separate account, credit, .£215 7s sdj interest account, credit, £363 8s lOd ; loan account, credit, £7363 lls 9d; general account, debit, £147 18s lid. They recommended payment of accounts amounting to £l4O 6s 2d. The report was adopted as read. FIRE PREVENTION COMMITTEE. I This Committee reported that it had iidered the letter from the South ledin Borough Council, respecting iicipal fire insurance, and recommended ; a reply be sent, giving the informaasked for, so far as the Council could ply it, and stating that the Council roved of bho principle of municipal fire irance, and would give any assistance in lower to further the carrying out of a able scheme, bub thought that the !ine now submitted, whilst containing leading principles of a suitable scheme, tired to be considerably elaborated, he report was discussed at length, but ling definite was done, and after transng some minor details the Council mrned. ST ALBANS, n ordinary meeting of this Council was I at 7.30 p.m. yesterday, at the Council’s o ices; present The Mayor, and C mncillora Heard, Penteney, Moor, Pyne, I looker, Meares, Waymouth and Bull. H Correspondence was read from Mr G. G. Stead re the advisability of asphalting the Spotpaths of Papanui road as far as Merman’s lane. M It was decided to reply that the work on »ho footpaths of this road had, so far, been Pone out of special rates. | From the Papanui Sparrow Club, asking She Council for a grant towards the supfpression of the small bird nuisance. \ The letter was received.

From the Property Tax Department, indfrom the Treasury Department, interning the Council that the sum of .£SO 8s Bd, balance of subsidy duo to the Council, had been paid in to their credit with the Bank of New Zealand. From the Blenheim Borough Council, enclosing a scheme by Mr Purser of that town, for municipal and co-operative fire insurance. The consideration of the letter was ■deferred until the Council’s next meeting. From Messrs Packe and Anson asking if the Council would object to barb-wire [fences along the streets of the borough, if |he barb-wires were run along inside the josts, and protected by two plain wires mtside; and complaining of heaps of itones at the blind end of Holly road. Councillor ,Waymonth characterised the iarb-wire fences in the borough as an unnitigated nuisance. He moved that the former resolution of the Council on the subject be carried out. | The motion, seconded by Councillor Penteney, was carried unanimously. From the Church Property Trustees requesting the sanction of the Council to the formation of a road on Eural Section No. 243 B, St Albans, opposite Manchester street. It was pointed out that the road was a blind one, and it was decided not to accede to the request; and, on the motion of Councillor Brooker, it was decided to draw

the attention of the trustees to the penalty of £lO for opening such a road without authority from the Council. A deputation composed of residents in the vicinity of Harrison’s township waited on the Council, complaining of the boggy state of the roads in that part of the borough. They thought that the majority of the ratepayers in the district would be willing to pay their share of the cost of the roads,- provided the Council would form them. The Mayor pointed out that these roads had never been taken over by the Council, and it was suggested that the residents in the plr.ee draw up the necessary petition to have them taken over. The same deputation drew the attention of the Council to the unformed state of the footpaths of Shirley road, and the matter was referred to the Works Committee for an estimate of the cost. A number of applications for exemption from tbe compulsory removal of night-soil were dealt with, and the Council adjourned.
