Tho Porto has finally issued a Note appointing tho Bulgarian Bishops, and is supported in this action by fofir groat Powers. It is possible that such a step on tho part of the Porte will prevent the declaration,of Bulgarian independence, but in the event of independence being declared, Russia has threatened to denounce tho terms of tho Berlin Treaty. Rioting has broken out amongst tho Armenians, as a protest against the weak action of the Patriarch in Armenia. Tho Patriarch fled, having been injured, and troops quelled tho ■ disturbance. Several.of the rioters were killed and wounded. It is said that tho riot was instigated by foreigners. Tho Sultan of Turkey has laid claim to tho country lying between Tripoli and the Egyptian frontier. SOFIA, July 28. M, Stamhouloff, the Premier, will proclaim Prince Ferdinand King of Bulgaria on Sunday, LONDON. July 28. The Emperor William of Germany will be present at the naval maceuvres at Spithead. [Received July 30, at 1 a.m.] £T PETERSBURG, July 23. The expulsion of four million Jews from Russia is believed to be imminent.
