Sie, —If, as I am informed, there is no city by-law (or any other) in force in Christchurch under which a man can be punished for driving round onr street corners as shortly and at whatever pace he chooses, endangering lives with impunity, I think it is time some such law is made, or do our City Council want the opinion of two or three coroners’ juries, that they are really aiding and abetting manslaughter, before they will take proper action in the matter ? Hoping that the Council will attend to the matter before some one of themselves is either killed or maimed—l am, &c., A VICTIM. Christchurch, April 21.
