SELWYN COUNTY COUNCIL.

Tho monthly meeting of the Selwyn County Council was held yesterday, when the following members were present—Mr E. J, Lee (Chairman), Messrs Mathias, Buys, M'Millan, Westenra, Poryman, Lunlop, and F. Jones. ohaibman's statement. The Chairman made the following statement :—The business to bo brought before you to-day is as follows : Boundaries of Avon and Riccarton Road Districts.—l have received.a letter from the Colonial Secretary, stating that the alteration in the boundaries between the Avon and Riccarton districts recently agreed upon involves so material a ohange from that originally contemplated that it is necessary fresh petitions should bo made by the ratepayers. Lagoons at Ahuriri.—A letter has been received from the Akaroa County Council (in reply to my enquiry for further information as to their proposal to lower the water in the lagoons at Ahuriri), stating that full particulars will bo sent after communicating with the Little River Road Board. Greendale Water Supply.— As requested at last meeting, 1 have written to Mr MTlraith in reference to obtaining a supply of water from the River Hawkins where it runs through his property, and his reply will be laid on the table. Repairs to Bluff bridge.—The Clerk to the Rakaia Road Board has sent in a report on the repairs required to the Bluff bridge, and tenders for painting it have been received this morning. The Hals well and Avon Road Boards. These Boards ask for payment of the amounts recently voted for drainage works and clearing the Styx, £65 and £BO respectively. Lowering Ferry Road. The Heathcote Road Board have sent in an application for a grant in aid of works necessitated by lowering the Ferry road. Tramway Reserve. —The Ellesmore Road Board have written asking for information as to their jurisdiction over the tramway reserves in the distriot. Malvern Water-race. Letters from Mr Palmer and the Chief Surveyor will be placed before you, also the usual report of the overseer. Hororuta Water-race.—The adjourned speoial meeting to consider the proposed bylaws is to be held at noon to-day. In the absence of the Engineer, there is no report on the works; but the last contiaot is about completed. Park Bridges.—The question of erecting iron in place of timber bridges at Helmore's and Fendaltown roads was left to the Riccarton Road Board: they have decided to proceed with a timber bridge at the former place, and tenders will be received in a few days. They have invited designs for an iron bridge at Fendaltown, which will be submitted at the next meeting oi the Council. Slaughtering licenses. —The monthly report of the Inspector will be laid before you, also several applications for licenses. Speoial meeting.—lt will be necessary to hold a special meeting during the month of May, for the purpose of considering the annual balance-sheet and acoounts, in accordance with the Act. Lamps on Riccarton road.—l have received a letter from Mr H. J. Hall, offering to provide five gas lamps for the Ricoarton road, if the Council will take them over and keep them lighted. AVON AND BICOABTON. The Council could not see what material alterations hid been made in the boundaries between these districts, and the Chairman said he would write on the subject to the Government. AHUBIRI LAGOONS. The Chairman read a letter from the Akaroa County Counod, Btating that tho lagoons, being below low water mark of Lake Ellesmere, are not in any Road Board district, and promising further information as soon as it is obtained from the little River Road Board. GBEBNDALB WATBB SUPPIY. Mr M'llraith's letter re this matter was read. Mr M'Millan reported that he had seen Mr M'llraith, who had made certain suggestions. The best way would be to make a separate flume. The Council resolved toinstruot MrDobson to visit the locality and report upon it. BLUI'F BBIDOE. The Chairman said he had authorised the employment of day labour for the Bmall work here, and tenders for tarring and painting had been received for the other work — £6B, £B7 10s, and £169. The lowest tender, that of Messrs Frew and Prestidge, was accepted, HAMWBLL AND AVON BOAD BOABDS. The accounts recently voted werp ordered to be paid. FBBBY BOAD. The Council resolved—' • That the sum of £75 19s 8d be granted to the Heathcote Road Board towards the oost of lowering the Ferry road." TRAMWAY BBBBBVES. The Chairman said he would see Mr Marsh man with reference to the jurisdiction of Road Boards ever tramway reserves. HALVBBN WATBB BAOB. Mr Palmer's letter was read, asking that the water might be brought from the Burnham Industrial Sohool. Tho Chairman said he had informed Mr Palmer that the present arrangements for Bumham wero only temporary, and had expressed a hopo that the Council would eventually be able to oomply with Mr Palmer's request. The Chairman said that the Malvern Waterrace was now in debt to the extent of £3ll 7s Id, but against that amount were to be plaoed sums yet to be colleoted on account of water supply, amounting to £550, thus leaving about £2OO to credit. MrEnys proposed—" That as there is no fund available for completing tho waterworks through West Melton, tho Courtenay Road Board should be asked to contribute £2OO towards the works." Mr M'Millan seoonded tho motion, which was agreed to. VA.UK BBIDOKS. The Chairman expressed a doubt of the advisability of building an iron bridge, the extra expense boing hardly equivalent to tho advantage gained., BIiAUGHTBE -HOUSES. The report of tho Inspeotor of Slaughterhouses was considered satisfactory, and all the applications for licenses were granted. SPECIAL MEETINO IN MAY. The Oounoil resolved to hold tho speoial meeting for May on the Slst of that month. IAMPS FOB THE BIOOABTON BOAD. Mr H. J. Hall'soffer of five lamps was read. Mr Dunlop informed the Oou/ioil that the cost of lighting would be £Blos each lamp.

He remarked that the Park was the only plaee under the charge of the Oounoil, it was not safe for females to walk in at night, and was a standing disgrace to the Couaoil. He would move that the offer of Mr Hall be aooojitod. It would ooit about £2OO to lay down tho main

Mr Jones would second a proposal limited to tho lighting of the lamps. Mr Duulop thought the Oounoil must pay for the main, at it wat a speoial work. Mr Jones considered it wat tho duty of the Oounoil to light tho road. Mr Peryman seconded pro formd Mr Dunlop's motion. After oonsidorablo ditouuion, and teveral amendments having boon proposod, the following resolution wat put and carried: -" That this Oounoil undertake the lighting and maintenance of five lamps on the Riccarton road, on condition that the Ricoarton residents provide the lamps and tho gas mains." It wat resolved to thank Mr Hall for his offer. »r-i.Aws. A speoial meeting of the Oounoil was held at noon, to consider the proposed by-laws for the Hororata Water-race. Mr Mathias said tho Committoo had not completed their roport. In the absenoe of Mr Dobson, tho meeting wat adjourned for a month. ACCOUNTS. Acoounts to the amount of £371 were passed for payment. This oonoluded tho business of the meeting.
