A RUSSIAN REVOLUTIONARY PAPER.

The Bt Petersburg correspondent of the Daily Telegraph writes on Nor. 16:—“ A fresh number o! the Narodnaia Volia newspaper has just appeared. It is a long time since any copies of this revolutionary journo;! have been circulated, but to that fact no allusion is made in the new issue. The number before mo is dated October 28, old style, and ii fairly printed. Its oontente comprise an announcement from the Executive Committee, leading articles, letter* from the Province*, and item* of euoh news as would especially concern the interests of the revolutionists. An advertisement states that copies of the Narodnaia Volia are to bo had for (he price of 26 oopoks, but as the publisher* veiy naturally omit to give au address the announcement is rather a farce. On the titlepage is an editorial paragraph surrounded with a deep black line. This refers to the assassination of President Garfield by Ouiteau. It is satisfactory to notice that this dastardly crime is condemned in the strongest language, and the opinion ie expressed that in a free country, where the voice of the people can always make itself heard, nothing can excuse a resort to force. The particular crime of Guiteau is declared to be an act of despotism of a party, which is as detestable an that of an individual, and is as contrary as the latter to the principles of (he Revolutionary Committee. An urgent appeal in made to all truelßussisns to join the good cause, but it is added that this appeal is due not to any sense of present weakness, hut to a feeling of responsibility which compels the Committee to uice all honest compatriots to unite in the good work. As a proof of the strength of the party the Committee publish certain accounts jmd show a receipt of some £2OOO in subscriptions during the first half of the current | year. The items of news, among other curiosities, contain a statement that (he Metropolitan of Eiew, having written to the ilzar begging him to come forth from his reclusion and show himself to his people, the Emperor, instead of vouching a reply to the prayer of the prelate, has sent a commission ..to inquire into the sound-, ness of his migd. It is also stated that a secret ukase jwas promulgated in the summer ordering the Ministers of Justice and of the Interior to treat all oases of political disaffection administratively, that is to say, to punish the offenders secretly without trial The articles are in some respects in a milder tone than usual, but there is the same sweeping condemnation of all the acts and measures of the Government as of old. Hie bourgeoisie and the aristocracy are strongly blamed for their subserviency and want of patriotism; the only (rue patriots in Russia are declared to be among the peasants and the party of intelUgende, the latter designation probably meaning the Revolutionists themselves. Igndtieff and Pobedonosoff, the two great re-aotionists in the Ministry, are held up to special odium as low-minded, self-seeking villains; but it is finally distinctly declared that it is the system of the Czar’s Government and not his person that is condemned. . As a mark of attention on the part of the Russian Revolutionists, I may adu that the Emperor and other members of the Imperial Family, it is said, have received copies of (he Narodnaia Volia printed on superior paper with gilt edges.
