> The Selwyn County. Council held an ordiSnaty meeting yesterday morning, when the f folio wingmembers were present:—Mr B. J. Lee ; (chairman), the Hour J. Hall, Messrs Peryman, J. Li. Wilson, T, M'Millan, Mathias and jDr Turnbull. , I statement. j The Chairman briefly stated the matters j which to be brought .before the, meeting, i ' ’ ‘ COUNTY TUNES., . . .-■/ ! The following was road“ The Committees appointed to consider the position of the I County funds met on Deo. IB ; present—Dr Turnbull, Messrs Peryman, Wilson, M‘Millan, and E. J. Lee (in the chair). They ;have the honour to recommend—l. That the ’funds now in the hands of the .Council not 'allocated to atiy- 1 district should remain at ’credit of the * general account,’ and that no ’further allocation, io individual districts be ‘made for the present. 2. That any funds jacorning to the Council in the future shall, |on the same principle, be placed to the i‘ general account.’ 3. That such ‘ general account ’ be dealt with; by further resolution of the Council.” The report was received and adopted on the motion of the Chairman, seconded by Mr M’Millan. HOBOBATA WAXES BAOE. ' The Chairman was authorised to sign and seal the agreement for land required. , MAX.YBBN WATBB BAOE, : Authority was given to the Chairman to sign and seal the deeds connected with this. : THE BITBE STYX. : A grant of £IOO was made to the Avon Bead Board towards the expense of clearing the river Styx. : BRIDGING TEE HEATHCOTE. A petition for a public meeting of the ratepayers for a grant of £7OO towards the ‘expense of erecting two bridges over the Heathcote at Woolston, The petition was supported by a letter from the Heathcote Boad Board. | The Council resolved on the motion of Dr Turnbull seconded by Mr J. L. Wilson, “ That a sum of £7OO be granted to the Heathcote Boad Board out of funds allocated .to that district, in aid of the erection of two bridges over the Heathcote, that is £350 each, it being understood that in case only one bridge is built the vote for the other shall lapse.” HOBOBATA BIVIB BED. A letter, from the Bakaia Bead Board was read detailing the expenditure of the grant of £SO in clearing gorse in the Hororata river :bed. It was considered satisfactory. BIiIiXSKEBE. A letter was read from the Ellesmere Boad Hoard was read, pointing out certain important works, which were required in the district, It was moved by the Chairman, seconded by the Hon J. Hall, and carried—- “ That the sum of £350 be granted to the Ellesmere Boad Board for the purpose of improving : the drainage of Boggy Creek, and £l5O to the same Board, in aid of the drainage works near Tiumutu. The land acquired for the first mentioned purpose to be convoyed to the County Council.*’ KXBWBE. A deputation from Kirwee, consisting of the Hon Col. Brett, Capt. Tosswill, and Mr Templar, waited upon the Council, and submitted the following memorial . ; «Bj r| —We, the undersigned, anticipating the work in connection with the branch of the Malvern Water Bace as far as Kirwee being finished within a few months, and having reason to believe that on the completion of their present contract the funds at your disposal for this work will be exhausted, and that a considerable time may elapse before a loan for the completion of the Darfield and Kirwee branch races could be raised in accordance with the recent Act of Parliament passed to confer upon your Council special rating and borrowing powers in respect of the said water race, would respectfully bring to your notice that, in order to utilize the branch race when completed as far as Kirwee, an outlet for the water will have to be provided, and wo would beg to offer the following suggestion for the disposal of the water at the termination of the work, viz.:—That at about a mileabove Kirweo a channel be made through section 727, to lead the water into a gully which rises in section 8894. The natural water-course which here takes its rise is capable of carrying off m large a quantity of water as the branch race could supply, and runs in a southeasterly direction ;to Aylesbury and Bollestoh, where at the .former place about three and a half miles from Kirwee, it joins the line surveyed for the permanent branch race to Bolleston. In the event of your Council ap-
proving of, the utilization of this natural water-course as a temporary means of continuing the race to Aylesbury, &c;, until funds be at your disposal for the continuance of the work from Kirwee, we, the occupiers of the land through which this gully passes would be prepared to cany out the work of leading the water into the same and maintaining it in its course to Aylesbury entirely at our own expense, subject to such direction and supervision from the Engineer of the water race as your Council might uunk St* We maj mention that your Engineer is acquainted with the course of the gully referred to, and its capabilities for the purpose we have proposed to apply it, as a temporary channel for the continuation of the branch race beyond Aylesbury ; also that we are assured by occupiers of land situated below Aylesbury that they would be prepared to continue the temporary channel at Bollcston at their own expense. We cannot but think that should your Council be disposed to favourably consider the suggestion we have ventured to °Scr that it might be the means of utilizing the Kirwee branch race as soon as the present contract is completed, and would be a favourable way of removing any doubts that may exist among the ratepayers of the Malvern water-race district as to the value of this most important work, and showing the facility and inetpensive manner in Which the water may be conveyed to Kolleston within a few months from this date. We enclose herein a tracing of the locality, and remain, &o.
The Council took some time in examining the plans, and finally resolved, on the motion of the Chairman, seconded by Dr Turnbull —“ That .he question of the conditions on which the water brought down by the waterrace so far as completed, may he used pending the completion of the work, be referred to the Water-race Committee, with power to deal with applications <■ already received and with others which may be sent in.” Dr Turnbull was added to the committee, POUNDS. The Council here sat as a special meeting to consider the question of pounds, the members present being Mr Lee, Mr Mathias, the Hon J. Hail, and Mr M'Millun. After some discussion the business was adjourned till the next meeting of the Council, Jan. 25, in order to enable further information to be obtained. WEST MELTON. The Bev O. 1 Fraser waited upon the Conned, as a deputation from the inhabitants of West Melton, residing along the Bealey road, to urge the desirability of a water-race in connection with the present water works being formed for their accommodation. He stated that he would have been accompanied by several of those interested, but that there had been a misapprehension as to the day of the Council’s meeting; The memorial which was to have been submitted distinctly expressed the willingness of those interested to be rated. The Council informed the deputation that they Would bear the matter in mind when arranging for the continuation of the race. CEMBTBET BOABD. A letter from the Cemetery Board, with reference to section 106 was read. The Council could hot agree to the request of the Board. • EAILWAY TAEIFF. A letter from the Ashburton County Council was laid before the meeting, asking the Selwyn Council to join in protesting against the present railway tariff. The meeting decided to acknowledge the receipt of the letter, but in view of the probable immediate adjustment of the railway rates deferred passing any resolution till next meeting. chaieman’s expenses. Dr Tumbnll moved—“ That £IOO be set aside from the funds of the County Council, : fox the purpose of paying the expenses of the Chairman for the next twelve months.” Mr M'Millan seconded the motion, which' was unanimously agreed to. si Alban’s beobeation gbound. Mr J. L. Wilson moved—■“ That a grant of £l5O out of the sum allocated to the Avon ■ Road Board for recreation grounds, be made to: the St Alban’s Recreation Ground Trustees.” Mr M'Millan seconded the motion, which was unanimously agreed to. SLAUGHTBE-HOTTSES. The report of the Slaughter-house Inspector was read. During the year only one complaint had. been made. . Thirty-seven applications for renewals had been sent in, all of which, except three,. the Inspector recommended, to be granted, and the Council granted them. As several license-holders had neglected to apply for renewals, the Chairman was empowered to deal with these, should they come in before the next meeting. .: LINCOLN. Mr Peryman moved—“ That a sum of £IOO out of tho funds allocated to the Lincoln be granted to the Lincoln Boad Board for the purpose of cleansing and improving the following drains :—Townsend’s, Blackler’s, Davies’and others in the Lincoln district.” Mr Wilson seconded the motion, which was carried. With regard to the division of the district into wards, the Council agreed that this wae not in their power. MAP OP THE COUNTY. Mr Peryman moved—“ That at the next meeting of the Conncil, section 173 of the Public Works Act be considered with a view to discussing the advisability of complying with the Act." The motion was not seconded, and, after a brief discussion, was withdrawn. MALYSEN WATBEBACB. Mr Mathias moved—“ That the sum of £IOOO, out of the funds allocated to the Courtenay road district, be placed to the credit of the Malvern water-race account.” Mr M'Millan seconded the motion, which was unanimously agreed to. BAKAIA AND SELWYN WATBE SUPPLY. The following was read:— “Sir,' —We have the honour to report that the works of the head-race are making fair progress, and will probably be completed in the course of the ensuing month. Wa shall be glad to receive instructions, as to the lines of flumes which the Council consider should have priority of construction, previous to preparing a detailed report on the work to be put in hand for the distribution of the water over the plains. We forward a certificate in favour of Mr Peet, and request authority to expend a sum, not exceeding £3O, in various small works, such as paddling, silt traps, and overflow weirs, which could not he included in the contracts now in hand, and which we should prefer to have done by day-work under the immediate supervision of the inspector, before the termination of his present engagement. On the completion of the head-race, we think it would be advisable to appoint a race-keeper, who should be, by trade, a carpenter, sufficient of ameohanic to make the necessary gates, weirs, and loonneotiors without a continual reference to the consulting engineers, and with sufficient education to keep proper account both of the work done, and of the water supplied to consumers. The race- ■ keeper appointed would of course act as Olerk of the Works over contracts to be let for the distribution of water from the heed race. —Wo are, &0., 1 “Dobson and Son.” OOBBBSFONDENOE. A number of letters were read and received. ACCOUNTS. A number of accounts were passed for paymeht, and the Council adjourned till Jan. 25.
