The Cape Government are continning to take effective steps for the suppression of sedition i a the Transvaal, and they have issued warrants for the arrest of P. Kruger and another Boer. The former was at one time President of the Transvaal Republic. j

Latest news from the Cape states that the Boers have intercepted dispatches between Pietmaritzburg and Pretoria. The situation will probably delay General Woiseley’a departure from Pretoria.
P, Kruger, a prominent opponent of the annexation, has been arrested.
The Montenegrins stormed Gusinie, but the Albanians offered determined resistance. There was great slaughter on both sides.
Several eminent physicians declare Prince Bismarck to be suffering from a mild form of small pox. The latest news is tbat he is worse. The Government have been warned that Penianism is spreading through Ireland.
The crowd plundered a number of provision stores at Cork. The Lord Mayor of Dublin states that the British Colonies are nobly responding to the appeal for aid.

LONDON, Jan. 10,
The large massing of Russian troops (850,000) on the Polish frontier remains unexplained. It may relate to the project of a telegram of Dec. 2. The Spectator, in an article on the Victorian Reform Bill, renews its censure on the Plebiscite, but approves the proposal to have a Nominee Council without increasing the number of members.
Russia is upholding Servia in her opposition to the Austrian railway scheme.
Mahomed Khan has retreated to Ghuznee, where he is rallying Afghan
forces.
Jan. 12.
A Company has been formed at Berlin to succeed Godeffroy, with a capital of 8,000,000 marks. Sweeping changes have been made in the French War Department. Only staunch Republican General are allowed to hold command. Similar changes are imminent in other departments. No general amnesty will be granted, but separate pardons will be issued to the remaining Communists.
There is much latent irritation in France at comments in the German press on French polities.
