LYTTELTON BOROUGH COUNCIL.
Mowday, Sept. 9. The Council met at the uaual hour. Present Graham, Webb, Buist, Grange, Kenner, and Chalmers, hi* Worship (he Mayor presiding. The minutes of the previous meeting were read and confirmed. The Clerk stated that he had received during the past week £53 6s fid. The outward correspondence was read, and the following letters . Tp Mr J. T. Peacock, member of the town, asking him to move in the matter of providing proper accommodation for Customs and Postoffice work, and calling attention to the present disgraceful buildings in the town for these purposes. From Mr J. Illingworth, respecting a road pn his reserve. ! ,• Pfoin Mr H; N. Naldeir, giving permission to ppt down clay on Tioehnrst road on certain regulations. . Councillor Renner said Mr Illingworth Was erecting, a .building on ' the road near Ito the cemetery, and he had spoken to him on the matter. Mr Illingworth said he had seen Mr Nalder, and he. had .strongly advised that, the lessee could do what he liked oh the reserve. Mr Illingworth' Wished to speak to the , Cpuncil. , • The map of thi town was laid on theftable, and as Mr Illingworth was present, it was decided to hoar what he had to say.‘ Mr Illingworth said he was instructed by
Mr Nalder that he could do as he chose on the reserve; he wished to make a good road on the reserve which would be available for all j he wanted to build a stable. His Worship the Mayor said'it was very evident it was a public road, or the cemeteries could not be made available.
Councillor Chalmers expressed his surprise that such advice should have been given by the Council’s solicitor, and considered; it was not consistent with his 'duty as their adviser. Councillor Grange moved that a letter be written to Mr Illingworth, informing him ho was trespassing on a public highway, and that if he continued the work it would be at his own risk, . Councillor Chalmers, in seconding the resolution, considered it was hardly decided enough, they were the guardians of public rights and they ought to see that these rights were not infringed upon. The motion was carried unanimously. The following accounts were passed for payment, £39 11s 3d. A tender for keeping the water-courses on the Governor’s Bay road clear was referred to the Works’ Committee. Councillor Grange moved, Councillor Graham seconded, and it was carried—“ That the Works’ Committee be instructed to procure 50, yards of stone from the Council’s quarries. The Council went into Committee on the by-laws as advertised in the Press on July 16. The by-laws, as advertised, were passed, and the Council adjourned.
