[Persons intending to TENDER for any of the undermentioned Mail Services are hereby informed that every tender not containing the names of two responsible sureties will be treated as informal. The tenders will be accepted by the Chief-Postmaster, subject to the approval of the Hon. the PostmasterGeneral, and the bonds will have to be signed upon such conditional acceptance of the tenders. The Government not bound to accept the lowest or any tender. The times of arrival and departure, and any other information can be obtained at the Chief Post-office, Christchurch.]

TENDERS will be received at the Chief Postofflce, Christchurch, until noon, on the 25th day of May next, tot the conveyance of mails between the undermentioned places for the period of eighteen months, from the Ist day of JULY, 1865, to the3lst day of DECEMBER, 1866 :— 1. Lyttelton and Christchurch. —Twice a day. Also, for the conveyance of the newspapers arriving by the English mail via Sumner, to be delivered at the Post-office, Christchurch, within three hours of the mail being landed on the wharf at Lyttelton. Also, for the conveyance of the homeward English mails from Christchurch to Lyttelton vi& Sumner ; time with the last portion not to exceed two hours and a half. Also, the amount for which express mails will be sent over the hill at any hour of the day or night, at per journey. Time not to exceed one hour and a-half. The contract for the above services to terminate whenever the railway may be opened into Lyttelton. 2. Ciikistchdrch and Kowai, and Hurunui.— Daily—proceeding once a week as far as Hurunui. 3. Kaiapoi and Rangioha.—Daily. 4. Rangioha and Oxford.—Twice a week. 5. Hurunui and Hawkswood. —Once a week. 6. Christchurch and Waitangi.—Three times a week. , 7. Christchurch and Addington.—Three times a week. 8. Christchurch and St. Albans. —Twice a week. 9. Christchurch and Snowdon. —Weekly. 10. Abhburton and Mount Somers. —Weekly. 11. Timaru and Lake Tekapo, Mackenzie Country.—Weekly. 12. Christchurch and Leestown. — Once a week. 13. Weeden and Prebbletown.—Twice a week. 14. Lyttelton, Akaroa, and Pigeon Bay.— Three times a week. 15. Little Akaloa, Decanter Bay, and Okain's Bay Mails.—Weekly. 16. Lyttelton and Port Levy.—Once a week. 17. Lyttelton and Governor's Bay.—Weekly. 18. For carriage of all mails to and from vessels arriving in and departing from the Lyttelton Harbour. GENERAL CONDITIONS. The Chief Postmaster to have the power of altering the day or hour of departure and arrival-of mails, provided always that no contractor be expected to perform his work at a greater speed than nine miles an hour. All mail-cart drivers, and other persons in charge of mails, to sign the Post-officer's declaration before a Justice of the Peace. Contractors to be bound to keep mails dry; and if carried on horseback, to take every means to prevent the chafing of the contents of mail-bags while travelling. Contractors will not he allowed to take up, at any place within one mile of a Post-office, any lutters or newspapers; but letters and newspapers may be carried by the contractors between places along the road which are more than a mile distant from the Post-office. Such letters to have the proper amount of postage in stamps affixed to them, which stamps the contractor is bound to destroy.

Contractors must undertake to receive and deliver letter-bags at such houses or places along the road as may be desired by the Chief Postmaster. Contractors will be bound to proceed with mails without any undue delay or stoppage on the road after the hour of departing from the Post-office. Any non-observance of this clause will render contractors liable to be proceeded against under the 35th sectiou of the New Zealand Post-offlco Act. Mail-cart drivers and letter-carriers to bo subject to instant dismissal if found drunk while on duty. The Chief Postmaster and the Postmaster at Lyttelton to have the option at any time of delaying the contractor half an hour after the appointed time. No other postmasters to have the power of delaying contractors, except in very special cases, when a report of the circumstances must be endorsed on the contractors' time-bill. Penalties for breach of contract will be strictly enforced, as well by deductions from the amounts due to contractors as by putting their bonds in suit. Each service to bo tendered for separately. Tenderers to state in what way they propose to carry the mails: whether in carts, on horseback, or on foot. Mails carried in passenger carts must be kept under lock and key while in transit. F. E.
