GENTLEMEN,— Your late representative, Mr. Bowen, having announced his retirement from the Provincial Council, I am induced, at the earnest solicitation of a large number of Electors and personal friends, to offer myself as a Candidate for your suffrages. Although not personally known to all of you, I may add that I have, during my residence in the province, obtained a sufficient insight into its affairs to induce me to look with considerable alarm at the present progress of our local polifics. I may, therefore, at once frankly tell you that lam politically opposed to the present Government. I should vigorously oppose the system which they Have initiated, and which has resulted in that most harassing public tax—the establishment of toll-bars —because I consider that, at least for some years to come, the maintenance of the main roads should devolve upon the Government. I should advocate the extension of the Public Works to those districts in which a fair share of the public money has not yet been given, and so avoid those ceaseless complaints and heartburnings which result in the clamour for separation, as in Timaru— aery, let it not be forgotten, which has been fermented by the act of one of the principal officers of the existing Government. There are many subjects I might dwell upon m an address to you, but which I will reserve for a future occasion. I will simply add, that lam anxious to see the Public Works of the Province proceed, and would do everything in my power to bring about such a result, and to remove the serious inconvenience from which we all suffer, by the neglect to negotiate the loans which your Council long since sanctioned, and which has also resulted in an almost total stagnation of our local trade. I have said that lam politically opposed to the present Government; but you will understand that I by no means intend to be the blind supporter of any political party. I shall endeavour at all times and on all occasions to give a fair and honest vote in accordance with the dictates of my conscience. , I shall conclude by respectfully soliciting your votes, and assure you that should I have the honor to be elected as your representative, I shall at all times study to promote, not only the interests of the district, but those of the whole province. WHEREAS, on the morning of Sunday, the Ist instant, the framework of the Tollhouse, in course of erection by the Avon Road Board, was destroyed by fire by some person or persons unknown, this is to give notice that a reward of FIFTY POUNDS will be paid for such information as shall lead to the conviction of the party or parties guilty of the offence. . THE City Council order that the New Closet Pans shall be brought into general use in those districts of the city where the pan system is initiated. The price for each pan to be £1 25., but to those persons who have already supplied themselves with the old pans, one half that sum will be remitted.
