AMERICA. We have had advices from New York this morning to September 16. The military news is not of importance. Grant is said to be extending his lefft across the Weldon Railroad, and to be preparing for another attack on Lee.. In the Shenandoah Valley, Sheridau had captured a Confederate regiment. Sherman had ordered all citizens to leave Atlanta, and Hood, while protesting against the order, had agreed to a truce for 10 days to carry it out. The railway communication to Atlanta was repaired, and Wheeler is reported to be retreating. The New York Herald states that Admiral Farragut's fieet was within shelling distance of Mobile. It is reported that Mosby has been killed in a duel, and that General Price is dead. The political news is interesting. Vallandigham, Wood, and other leaders of the Peace Democracy had renounced M'Clellan, and were expected to hold a meeting shortly to determine what course they should take. Meanwhile the Republican ticket haa been elected in Maine. The Richmond Enquirer professes to see a way by which peace may be brought about. It 9 plan is to make North and South one nation so far as all foreign nations are concerned, by an offensive and defensive treaty, but with separate governments for domestic affairs. THE BCHLESWIG-HOLSTEIN QUESTION. Advices from Berlin state' that the two great Powers are on the point of coming to an understanding with the Diet as to the future government of the Duchies. At Vienna it is suspected that France, Russia, and England are about to overthrow the preliminaries of peace and adhere to the personal union. A secret treaty has, therefore, it is alleged, been concluded between the two German Powers, consisting of four classes—lst, Prussia engages to submit the question of succession to the Diet; 2nd SchleswigHolstein shall enter the Zollverein; 3rd. Rendsburg shall become a federal fortress; 4th. A certain solidarity shall be established between the land and sea forces of the new State and those of Prussia. FRANCE. The Constitutionnel of Sept. 23, in an article examining the Franco-Italian Treaty, shows that the Imperial Government has been faithful to Its mission. " Ever convinced that the temporal power of the Pope was not opposed to the liberty and independence of Italy. It was sufficient for the Government to know how to await the proper, moment to effect a solution which wouldat one aridthe same time put an end to the retrograde tendencies of the Holy See, and the revolutionary tendencies of Italy. We ought to congratulate ourselves that time hsa rendered possible the combinations which will accomplish this double result so necessary to the tranquility of Europe. ITALY. The king had summoned General Delia Marmora to form a new cabinet. The Parliament has been summoned for October 5. Advices from Turin to Sept. 22 say:—"The mob, after repeatedly insulting the soldiers at the Hotel de Ville, were at, last fired<upon by the troops several times, and numbers were wounded. Several arrests were made. Among those wounded and arrested several were found armed with daggers and revolvers. Tranquillity was restored at 11 o'clock at night." The accounts which have arrived at Turin from all other parts of Italy announce that the ne Franco-Italian treaty was received with the gre satisfaction.
