CHRISTCHURCH CITY COUNCIL.

The Council met on Monday, June 22, at 6 p.m. Present: all the members except Messrs. Barrett and Barnard. On the motion of Mr. Alport, seconded by Mr. Luck, Mr. Ollivier was elected Chairman of the Council for the remainder of the current year. The committee appointed at last meeting to prepare an address to the late chairman laid before the Council the following, which was adopted:— " Resolved that the thanks of the Council be presented to the Hon. John Hall, M.L.C., R.M., on his retirement from office for the able and impartial manner in which he has discharged the very responsible duties of Chairman of the City Council of the city of Christchurch; those duties being the more arduous by reason of the difficulty surrounding the first adaptation of the acts of the Council to the requirements of the city. " The Council are deeply sensible of the anxious attention which its chairman has at all times given to this subject, as well as to the various improvements which the Council devised and directed under his superintendence; and order that this record of its grateful remembrance of the past services of the Hon. John Hall be placed upon the minutes of the Council, and that a copy thereof be engrossed and presented to him. " By order, " George Gordon, Town Clerk." The following letters were produced and read:— Letter from the Provincial Secretary, stating that the list of footpaths forwarded will be proclaimed in the next 'Gazette.' Letter from the Chairman of the Lyttelton Festive Committee, thanking the Council for acceding to their wish of fixing the holiday for the 9th of July. Letter from the Honorary Secretary of the Fire Brigade relative to improvements they suggested in the pumps for acting more conveniently with the engine in supplying water; also on the subject of a fire bell for the north side of the city. Letter from Dr. Haast, the Provincial Geologist, on the subject of artesian wells. Petition from Residents in St. Asaph street west, requesting the Council to improve the drainage in that locality. Bills amounting to £151 15s 6d were ordered to be paid. The following tenders were then considered for forming that portion of Cambridge Terrace between Gloucester street and Hereford street, metalling it with 10 yards cube of gravel per chain : — £ s. d. Hayter (accepted) 94 0 0 James Eaton 65 0 0 Tenders for posts and rails for fencing a portion of the Town Belt about to be planted, and also for putting up the same, were then opened. Only one proved to be for the posts and rails, which was not in accordance with the specification of the City Surveyor. The Surveyor received instructions on this matter, and the consideration of the tenders for the work were deferred until the next meeting. It was resolved " That Mr. Brunsden be informed, in reply to his letter of the 15th June ult., that for the present his application cannot ba entertained, but that the subject of leasing the market-place will at an early date be under the consideration of the Council, and public notice will be given of their decision, and pending such decision Mr. Brunsden's attention is called to the postcript of the Town Clerk's letter of the 3rd of June."

" That the City Surveyor be directed to prepare plans and estimates for suitable offices for his use, the same to be plastered, and of about the dimensions 30 feet by 12, with a division therein." " That the Surveyor be instructed to place curb bridges over both the drain and the creek in Manchester street, with protecting rails and wings, the same to be painted white." " That the City Surveyor be instructed to advertise for tenders for the additions to the Courthouse."

" The Council direct that in no case shall any hoarding (for which leave may be asked) be allowed in front of any building undergoing alteration or repair, or in course of erection within the limits of the city, which shall leave a less space than three feet in width for passengers along the footpath in front of the said building, and that only in unusual cases. The Surveyor to use his discretion as to whether the width above-named is necessary for the particular building under his consideration." " That the City Surveyor be authorised to make the alterations in the pump in High street, opposite Messrs. Ollivier and Son's office, in accordance with the request of the secretary of the fire brigade, and further, that the secretary of the fire brigade be informed that the Council have directed the work in question, as well as of the intention of the Council to erect the fire-bell proposed to be supplied by the Provincial Government, for the north-end of the town, and at a site to be arranged witli the brigade, in conjunction with the surveyor ; also to request that the Council may be furnished with the reports of the fire brigade alluded to in the secretary's letter of the 22nd, instant."

'• That the Town Clerk be instructed to convey to Dr. Haast the thanks of the Council for the interesting and valuable report furnished by him on the practicability of obtaining a supply of water by artesian wells in the City of Christchureh. "That the Surveyor be instructed to take the necessary steps for having the places where the trees are to be planted in commemoration of the marriage of the Prince of Wales fenced in according to the plan now submitted to the Council." "That the Town Clerk be instructed to make official application to the Provincial Government for the balance due to the City Council of the sum of £8000 voted by the Provincial Council. " That the Surveyor be requested to report upon the cost of forming and metalling that portion of Manchester street between Salisbury street and its junction with Kilmore street, making such alternations in the course of the creek, known as Salisbury Creek, as the circumstances may appear to him to That the Town Clerk instruct Sellars that the Council agree to his proposal for the removal of ashes and other refuse, as embodied in his communication of the 15th instant; and the Inspector of Nuisances be directed to cause handbills to be printed and circulated through the city, conveying an intimation that such an arrangement had been made." The Council then adjourned to Monday next.
